All four phases of the dipole oscillations are investigated in the framework of the proposed atomic model. It is shown that a free (active) radiation field is produced only in the phases of the convergence of the charges +q and – q of the atomic dipole at the time of separation of excess field lines from them. As a result, the separated lines of force are self-circular in the loops of the free radiation field. It is shown that the partial decompensation of the fields of unlike charges of an atomic dipole takes place when the electron cloud of an atom oscillates under the action of an external alternating field. A physical analysis of the fluxes of reactive energy of the near field and its transformation into the active energy of the radiation field in the local zone of an oscillating atomic dipole using Coulomb and Biot–Savart fields is performed. The quasistatic technique used in this paper is convenient for describing the reradiation of an external field outside the frequency bands of atomic resonances (optical and up to the terahertz range).
