A qualitative physical and technological substantiation of the creation possibility of a new class of Femto-second Free Electron Lasers (FFELs) (active cluster FEL-klystrons) is given in the article. The concept of “electromagnetic field” cluster is introduced. Apart from that, the main difference between the concepts “the electromagnetic cluster” and “the radio-pulse” (which is well-known in radio-physics) is formulated. The concept of “cluster electromagnetic wave” is also discussed. A general approach to designing the proposed active cluster FEL-klystrons is formulated. The description of a principal design scheme of the active cluster FEL-klystrons and their key technological basis are discussed.
